The optimal route through World 2 takes the secret exit in this level, which cuts the level short and takes you to 2-8 Over the Raybow. This saves over a minute, as the normal exit takes you to 2-5 Grabba's Grotto and 2-6 Skree's Spire.

Optimal

At 0:03 it's possible to jump under the frog and get on top of the barrels, then reach the grabba using only a dropdash (video below). It saves 0.1-0.2 if done smoothly.

The vertical climbing sequence from 0:04.8 to 0:09 is optimal. The first wall should be climbed without a dropdash as jumping 3 times is enough to clear it and a dropdash would only save 1 jump. The second wall should be climbed with a dropdash since it's able to save 2 jumps. Using the dropdash at the top helps maintain control and makes the turnaround easier.

At 0:10.5 make sure to reach high enough on the honey wall so the dropdash reaches the grabba.

When you launch into the warp at 0:13.5, it helps to have some speed so you jump slightly higher. If you don't make it, you can use a failed dropdash to get in.

Although this level is short, having clean movement can make a big difference. For a beginner, a time of 21 or 22 is good. For an experienced player, aim to get 19 consistently (assuming you swap to Checkers at the beginning of the level).
